In particular, we characterize the user requirements of a spatial data handling systems dealing with planning and decision making problems. The basic features of these systems is the possibility to support incremental constraint definition and modeling activities. Moreover, we show that a user requirement analysis in this field should not be performed simply factorizing the set of the operators related to the reference applications, but through an abstraction direct to characterize this reference applicative operations set in terms of "set-oriented" primitives.
